Inland Valley Infrastructure Corridor

“Since its formation in 1990, the Inland Valley Development Agency (IVDA) has always collaborated with its member agencies and many other economic development and transportation organizations.  The Inland Valley Infrastructure Corridor (IVIC) was yet another IVDA regional project seeking to align and address public safety, transportation, and infrastructure opportunities since the closure of Norton Air Force Base in 1994.

IVDA, in coordination with multiple agencies, has worked to advance the IVIC project in a comprehensive effort to ameliorate the dilapidated roadway, utility, and drainage infrastructure north of the former base.   While working across and through the requirements of two (2) municipal jurisdictions, the IVIC project focused on a combined approach to develop and deploy a regional project that could help magnify and accelerate Federal, State, and local grant funds to improve the IVIC Corridor for the long-term benefit of our residents, businesses, and the travelling public.

Unfortunately, not everyone agrees that public infrastructure funds should be deployed for public infrastructure purposes.  The IVDA remains committed to the successful revitalization of the former Norton Air Force Base and surrounding Base Reuse Project Area and will continue to work in partnership with our member and responsible agencies for a better future for our region.he Inland Valley Development Agency (IVDA) has facilitated coordination of a number of infrastructure improvements within the Inland Valley Infrastructure Corridor (IVIC) project area with the participating agencies working with IVDA to implement this project. Improvements to the following infrastructure systems will be considered in the IVIC EIR: water; wastewater/sewer; dry utilities, including communications; drainage; roads; and other future utility integration (accommodate other utilities/emerging technologies that can be integrated concurrently with above infrastructure improvements).

Project Location

The IVIC Project area is located immediately north of the San Bernardino International Airport (SBIA) and the Project area extends to the north side of 6th Street. The western boundary extends to the terminus of the City Creek Bypass Channel, where it joins with Twin Creek, which is about a quarter of a mile to the east of Waterman Avenue. The IVIC Project area is bounded to the east by the SR-210 freeway. Third Street in both cities and Fifth Street in the City of Highland serve as the southern boundary of the Project area.

Overall, the IVIC Project is envisioned to be developed over a period of about 20 years in an incremental manner. The IVIC Project includes the installation of the following:

  • Up to 20 miles of roadway (assumes one-lane width)
  • City Creek Bypass Channel improvements
  • 3.5 MG storage reservoir located in the Lower Zone
  • New Well 01 in the Intermediate Zone
  • Up to 5,000 feet of sewer

Draft Environmental Document Public Review and Comment Period

The Draft Environmental Impact Report (EIR) for the Inland Valley Infrastructure Corridor (IVIC) was made available for a sixty-two (62) day public review period beginning August 20, 2024, and ending October 21, 2024.

The Final Environmental Impact Report (FEIR) is anticipated to be considered in December 2024 or January 2025. Comments received prior to the FEIR finalization will be accepted, and further comments received up until the Public Hearing at which the IVDA Board will consider the FEIR, will be part of the public record pursuant to the California Environmental Quality Act (CEQA).
